Honorary Freemen of Kazan
The practice of conferring the title “Honorary Freeman” has been resumed in the summer of 2005 on the 1000th anniversary of Kazan. The grounds for awarding the title are the following: an outstanding contribution to the economic, social, and religious development of the city, the restoration and preservation of its historical and architectural appearance, the construction of buildings and structures; acts and deeds for the benefit of the city and its residents, the authority among the Kazan citizens, acquired through a long creative activity with outstanding results for the Russian Federation, the Republic of Tatarstan, Kazan, and for world significance.
The title “Honorary Freeman of Kazan” is appropriated by the decision of the Kazan City Duma on the eve of the celebration of the City Day. A person who has been awarded the title of honorary freeman shall be given a diploma, certificate, a sign on the ribbon and its reduced breastplate.
